Monroe County was formed in 1836, named in honor of James Monroe, the fifth president of the United States.
For many recent decades, Monroe County was one of the fastest-growing counties in the state of Pennsylvania, partially due to tourism, and partially due to transplants moving to Monroe County from the New York City Area desiring a lower cost of living while still being close enough to commute to work in the city. The population increased by over 70% from 1990 to 2010, and the commercial and retail sectors expanded significantly, although population growth has since slowed.

Monroe County is home to East Stroudsburg University and the Monroe Campus of Northampton Community College. It is also home to Tobyhanna Army Depot, One of the largest employers in PA. The US headquarters for Sanofi Pasteur, a vaccine manufacturer, is also in Monroe County.
